BYLAWS
THE CONSORTIUM FOR COMPUTING SCIENCES IN COLLEGES, NORTHEASTERN REGION
Established 1996
Article 1: Name and Purpose
The name of this organization is The Consortium for Computing Sciences
in Colleges, Northeastern Region (CCSCNE). It is affiliated with The
Consortium for Computing Sciences in Colleges (CCSC). The purpose of
CCSCNE is to foster and promote the development of computing in undergraduate
programs. To that end, it holds an Annual Conference on education in
computing disciplines.
Article 2: Membership
Members of CCSCNE are those members of CCSC who have selected the
Northeastern Region as their region for purposes of CCSC voting.
Article 3: Governing Body
The Regional Board is the governing body of CCSCNE. Its officers include the Chair, Secretary,
Treasurer, Editor, Registrar, Webmaster, Membership Officer, and the Regional
Representative to CCSC. The Regional
Representative serves as Chair. The Regional
Board may have up to15 members.
Membership in CCSC is the requirement for eligibility to sit on the
Regional Board.
Officers serve three-year terms, and approximately one-third is elected
each year. The CCSC conducts the election for the Regional
Representative. The Regional Board elects other officers and Board members, following
procedures described in the Standing Rules named in Article 6.
The principal duties of the officers are:
a. Chair: to preside at meetings of the Regional Board and of
CCSCNE, to represent CCSCNE in public. The Chair serves ex-officio
on all board committees.
b. Secretary: to keep and distribute minutes of Regional Board
meetings.
c. Treasurer: to manage the finances of CCSCNE and of the
Regional Board and to coordinate with the CCSC Treasurer.
d. Editor: to prepare the papers of the annual meeting
for publication in the Journal of Computing Sciences in Colleges,
in coordination with the CCSC Publications Chair.
e. Registrar: to manage registration at the Annual Conference and
provide registration information for the CCSC database.
f. Membership Officer: to maintain and use a mailing list for
notices of the Annual Conference and any other membership activities.
g. Webmaster: to maintain and
update the CCSCNE Web site.
h. Regional Representative: to serve as liaison between CCSC and
CCSCNE.
Article 4: Conference
The Regional Board approves the location and the chair of the CCSCNE
Annual Conference following procedures in the Standing Rules named in Article
6. The Conference Chair establishes a Conference Committee to run the Conference.
Article 5: Meetings
The Regional Board holds its annual meeting at the CCSCNE Annual
Conference and holds meetings at other times as necessary. Meetings are
open to all CCSCNE members. At the annual meeting of the Regional Board,
the Conference Chair for the following year's Conference will present the plan
for that Conference.
Article 6: Standing Rules
The Regional Board may define Standing Rules to implement these Bylaws,
provided they are not inconsistent with the Bylaws. Standing Rules may be
modified by an affirmative vote of two-thirds of the members of the Regional
Board. Any proposed changes to the Standing Rules must be presented to
the Regional Board at least ten business days before the vote on them.
Article 7: Amendments
Any CCSCNE member may present a proposal to amend these Bylaws to the
Regional Board. If the Regional Board approves a proposed amendment, it
is submitted to the membership at least 30 days before a vote by the
membership. An amendment is approved if it receives a simple majority of
the ballots cast in the vote and that majority is at least 10% of the voting
membership. An amendment becomes effective immediately following its
approval unless it specifies a later effective date.
Article 8: Operating Procedures
A simple majority of the Regional Board constitutes a quorum. Meetings
of the Regional Board will follow procedures in the most recent edition Robert's
Rules of Order, Revised, except where they are inconsistent with these
Bylaws or the Standing Rules of CCSCNE.
